Driven by unprecedented population growth and unanticipated development challenges, Windsor adopted a bold, data-driven approach to the updated Comprehensive Plan that ensures sustainable growth and fiscal responsibility. Windsor partnered with economic firms, TischlerBise and Urban3, to includes a detailed fiscal analysis that examines infrastructure costs and identifies high-revenue land uses. Collaboration with water engineers ensured that water availability was central to land-use decisions, promoting sustainable development practices.

A key innovation of the plan was the conceptual buildout of five Focus Areas that redefined Windsor’s future development at its gateways. The plan also set a new standard for user-friendliness, featuring an interactive, accessible document layout with hyperlinks for seamless navigation.
