Westminster Park, Recreation, and Libraries Vision Plan

Logan Simpson is building upon its work with the City of Westminster, Colorado to develop the Parks, Recreation, and Libraries department’s first overarching Vision Plan, carrying forward the same themes that we helped identify for the City’s Comprehensive Plan, adopted in 2023. The Vision Plan will balance community preferences, technical analyses, and resource considerations such as funding and staff capacity limitations to present an inspiring, but realistic vision for the PRL system for the next 10 to 20 years. The scale of Westminster’s PRL system is large, with thousands of acres of parks, golf courses, and open space; hundreds of miles of trails, and a variety of services from arts and culture to libraries to human service functions. The Vision Plan scope balances sufficient detail to produce a meaningful plan with actionable recommendations. By establishing an overall planning structure and implementation framework the Vision Plan will facilitate more nimble processes for site-specific plans for trails, open space, arts and culture, libraries, and other more focused. The overall goal of the Vision Plan is to strategically allocate limited assets and resources to efficiently meet community needs. This plan is anticipated to be adopted by the end of 2024.
