UMUT NTIA Tribal Connectivity Program EA

Under grants from the National Telecommunication and Information Administration’s (NTIA) Tribal Broadband Connectivity Program and the State of Colorado, Logan Simpson prepared two Categorical Exclusions for installing 78 miles of high speed fiber optic in the Ute Mountain Ute Tribe’s (UMUT) Towaoc and White Mesa communities in Colorado and Utah. We worked closely with the Tribe’s broadband fiber project management team from NEOConnect to comply with NTIA’s and the Bureau of Indian Affairs’ (BIA) National Environmental Policy Act (NEPA) requirements. We prepared biological, cultural, and Clean Water Act resource studies to evaluate the project’s potential environmental impacts and conducted Mesa-Verde Cactus surveys in support of Section 7 consultation with the US Fish and Wildlife Service. Logan Simpson coordinated with UMUT’s Tribal Historic Preservation Office, conducted cultural resource surveys, and assisted with the National Historic Preservation Act (NHPA) Section 106 consultation. Logan Simpson also prepared utility crossing permit applications for the BIA, Colorado Department of Transportation, and the Utah Department of Transportation.
