Updating regulations to implement the new Land Use Plan
Park County Development Standards Update
In April 2024, Logan Simpson kicked off the Park County Development Standards and Regulations (DSR) Update for Park County, Wyoming. Our team worked collaboratively with County Staff to update the Park County DSR through a process of diagnosis, collaborative drafting, and public outreach. The first project phase focused on an assessment of the current regulations and understanding what is working and what is not. This process began by reviewing the Park County Land Use Plan (LUP) goals and policies, comparing them to the current zoning regulations, and creating an outline for the new regulations.
This first round of amendments is intended to address “low hanging fruit” issues during a short window of time. County staff, the Planning and Zoning Commission (P&Z Commission) and the Board of County Commissioners (Board) have already identified several key areas of the DSR requiring quick attention during this round of amendments. The remainder of the DSR updates will be drafted in tandem with the Zoning Map Assessment in a second round of regulation amendments. These will be drafted in several manageable chunks to allow for focused review and responses by the project team. When all sections have been drafted and reviewed by County staff, these will tie the regulations together into a complete package for public review and formal adoption. At each step, we engage the public, key community members, County staff, the P&Z Commission, and the Board. In our experience, this process of active listening usually avoids controversy at the adoption stage.
