Revitalizing Eloy: A strategic vision for growth, industry, and community identity

Eloy General Plan Update

The City of Eloy is updating its General Plan to support revitalization, strategic growth, and long-term investment in infrastructure and services. This update will help guide how Eloy evolves—balancing its agricultural heritage with new opportunities in housing, industry, and economic development. The General Plan will address both required and elective topics under Arizona law, including land use, circulation, environmental planning, and economic vitality. The project is currently in the plan drafting phase, and the process has included extensive community input through multiple methods including public workshops, online questionnaires, community interviews with innovative public engagement tools such as a TedTalk type event and our trademark Mobile Immersion Lab. Completion of the plan is expected June 2026 and voter ratification in November 2026.

The City, with Logan Simpson, is also concurrently planning for the Eloy Airpark, a major initiative that will influence land use, transportation, and employment in the region. The Airpark Area Plan complements the General Plan by focusing on targeted development and regional connectivity, reinforcing Eloy’s role as a growing center for logistics, innovation, and the City’s status as the number one destination for the skydiving industry.
