Balancing Native Rights, Conservation, and Public Access for Alaska’s Future

BLM White Mountain NRA and Steese NCA Travel Management Plans

Logan Simpson developed the first Travel Management Plans (TMPs) for the White Mountains National Recreation Area (NRA) and Steese National Conservation Area (NCA) in Alaska, covering approximately 2.3 million acres near Fairbanks. This project involved route evaluations, public engagement, and environmental assessments (EAs) for areas rich in resources, including wild and scenic river corridors, critical habitats for caribou and Dall sheep, and various recreational opportunities, such as a designated national recreation trail.

The White Mountains NRA, unique as the BLM’s only NRA, features 12 remote cabins and a winter trail system. The TMPs employed Recreation Management Zones from the recently completed Resource Management Plans (RMPs) to refine route designations and clarify management for cross-country travel within the White Mountains. The TMPs aimed to balance public access with the area’s multiple uses and management goals, incorporating weight and seasonal considerations to identify a suitable travel network.
