Bruce Meighen, AICP

President and CEO

Bruce serves as the President and CEO, guiding the firm’s experts in planning, environmental, cultural, and design disciplines under the mission “Working Together to Guide Responsible Change.” With over 30 years of experience and more than 60 planning awards, Bruce has directed the completion of over 400 plans, including comprehensive, subarea, and corridor plans, and zoning code revisions. He has also delivered over 50 speaking engagements on these topics.

Specializing in planning, statistics, and technology-driven positive change, he drives local, state, and federal agencies toward strategic, outcome-driven solutions. Emphasizing collaboration and innovation, Bruce ensures the vision of building an inclusive, healthy, and resilient future is woven into every project, driving the firm forward with purpose and impact. His leadership embodies the firm’s commitment to co-creating meaningful, positive change.

Diane Simpson-Colebank,
PLA, IAP₂

Principal, Environmental Planning

Diane is a founding principal and currently works on large, complex projects preparing National Environmental Policy Act (NEPA) documents for multiple federal agencies. Visual resource analysis is an area of particular interest and is a substantial portion of her practice, which also includes visual resource inventory on projects throughout the West. Diane is heavily involved in the energy and federal markets and has helped craft a business that brings together all of her interests—care for the environment, design, and planning. Her dedication and expertise have made significant contributions to environmental stewardship and sustainable development in various projects across the western United States.

Wayne Colebank, PLA

PRINCIPAL, DESIGN SERVICES

Wayne is a highly experienced restoration and natural resource-based landscape architect recognized by industry awards for integrating man-made facilities, environmental enhancement, natural resource-oriented recreation, and cultural landscape development. He excels in infrastructure-related projects, recreation, and site reclamation, particularly in environmentally sensitive urban and rural locations. His practice specializes in traditional master planning, regional and linear park master plans, watercourse restoration, neighborhood park renovation, and recreation and environmental education associated with water recharge. Wayne’s expertise also includes constructed wetlands, habitat development, wildlife viewing, trails, interpretive signage, environmental mitigation, erosion control/site stabilization, and construction administration. Additionally, he is a specialist in Clean Water Act (CWA) permitting, responsible for all CWA Section 401, 402, and 404 activities.

Jana McKenzie, FASLA, LEED-AP

PRINCIPAL, DESIGN SERVICES

Jana is a landscape architect skilled in facilitating decision-making processes and planning and designing sites associated with public buildings, streetscapes and parking lots, trails, and parks and recreation facilities. Her plans frequently include extensive public involvement, identification of user needs, programming, budgetary cost estimates for construction phasing, operations and maintenance requirements, and defining metrics to measure project performance over time. Jana understands the interrelationship between large-scale planning and detailed design solutions. She has overseen the design and construction of more than 60 projects, totaling over $350 million in construction value. Recognized by the American Society of Landscape Architects with the title of “Fellow,” Jana was one of the first LEED-accredited landscape architects in the United States and one of the five originators of the Sustainable Sites Initiative, a nationally recognized design tool and rating system.

Patricia McCabe

Principal, Environmental Planning

Patricia has 22 years of experience preparing a variety of environmental studies, including environmental reports; categorical exclusions (CEs); EAs; environmental determinations; preliminary initial site assessments; environmental overviews; geotechnical compliance forms; encroachment permits; as well as assisting on complex environmental impact statements and other environmental documents. Patricia has experience working with APS, SRP, and Western Area Power Administration, and in coordination with multiple local, state, and federal agencies, including the BLM, the Federal Highway Administration (FHWA), and ADOT, to manage and complete the required environmental documentation and environmental project management. Patricia has extensive experience managing large NEPA projects involving multiple jurisdictions and cooperating agencies.

Erick Laurila, MA, RPA

Principal, Cultural Resources

Erick is an archaeologist and National Historic Preservation Act, Section 106 compliance expert with 20 years of experience assisting tribal, federal, state, municipal, and private clients with cultural resource and historic preservation projects. He is a principal responsible for the management of Arizona’s cultural resource team and serves on the firm’s Board of Directors. Additionally, he oversees the marketing and business development teams. Erick has extensive experience planning, managing, and conducting cultural resource studies for large-scale infrastructure projects such as transmission lines, water pipelines, and renewable energy facilities. He is adept at tribal coordination and outreach, facilitating meetings, arranging field visits, and presenting to tribal councils. Erick also manages multidisciplinary teams conducting cultural landscape inventories for clients like the National Park Service and Bureau of Land Management.

Jeremy Call, PLA, AICP, MPM

Principal, Environmental Planning

Jeremy brings out the best in human thought, collaboration, and creativity in each high-profile initiative he supports. For nearly 20 years, he has contributed to communities in natural resource management, parks-recreation-open space-trail planning and design, permitting and environmental compliance, land use planning, landscape architecture, project management, interdisciplinary team leadership, resiliency, and cultural landscapes. A recognized expert in the National Trails System, he trains interagency land managers to enhance trail experiences. As an APM master project manager, certified land use planner, and landscape architect, Jeremy is committed to innovative public engagement, lifelong relationships, team building, and strategy development. These skills, combined with strong presentation abilities, have allowed him to serve clients throughout Colorado and the Intermountain West.

Tina Hart, MA, RPA

Principal, Cultural Resources

Tina is a Principal and Office Lead for the Salt Lake City office, as well as a member of the Executive Leadership Team. She has been a professional archaeologist since 1999 and is a Registered Professional Archaeologist (RPA) and a Master Project Manager (MPM) certified by the American Academy of Project Management. Tina exceeds the Secretary of the Interior’s Professional Qualification Standards for Archaeology. She has worked on hundreds of projects across the Southwest and Great Basin as a crew member, field director, project manager, and principal investigator. Tina’s areas of expertise include compliance with Section 106 of the National Historic Preservation Act, rock imagery, and Indigenous archaeology of the Southwest. Her extensive experience and leadership contribute significantly to the firm’s success.

Chris Garraty, PHD, RPA

Principal, Cultural Resources

Chris is an experienced archaeologist with 31 years of experience. He received his M.A. and Ph.D. in Anthropology from Arizona State University (ASU) and spent the past 18 years working in cultural resource management and historic preservation in Arizona, California, New Mexico, Nevada, and Oregon. He possesses substantial experience in all aspects of cultural resource and heritage management, including technical and proposal writing; development and implementation of research designs and treatment plans; QA/QC reviews; and interfacing with clients. Prior to working at Logan Simpson, Chris was employed as a Cultural Resources Project Manager for the Gila River Indian Community, where he worked closely with Native American archaeologists, community leaders, and tribal agencies. Chris has authored or coauthored more than 25 peer-reviewed articles and book chapters and hundreds of technical report monographs, and he has edited or coedited a recent book, a refereed journal issue, and several technical research monographs. He also served as President of the Arizona Archaeological Council (2013–2014) and served on Tempe Historic Preservation Commission (2017–2023).

Megan Moore, ASLA, ASSOC. AIA

Megan is an urban designer with extensive experience in planning and design at a wide range of scales. She specializes in comprehensive, subarea, and corridor planning with a focus on revitalization and redevelopment. With almost 20 years of experience, she is the recipient of more than 50 design and planning awards. Her planning capabilities are enhanced by her background in architecture and landscape architecture, giving her a unique perspective on urban design strategies and solutions for creating human-scale places. Megan has a deep understanding of using and developing graphics to convey intent, procedures, and processes necessitated by planning guidelines. Her expertise in implementing policy guidance ensures effective and innovative urban design solutions.

JENNIFER GARDNER ASLA, PLA

Jennifer is dedicated to the planning and design of spaces, both small and large. Her passion for connecting natural and built environments has led to an extensive portfolio of projects in both the public and private sectors. She is experienced in planning and entitlement, land use code and comprehensive plan updates, landscape and irrigation design, park and open space design, streetscape design, and construction administration. Through years of entitlement work, Jennifer has gained insight into the opportunities and challenges faced by communities in the Rocky Mountain region and is dedicated to helping each community achieve its development goals. As a leader of the land use code team, Jennifer specializes in developing and updating land use regulations to ensure western communities are resilient, protect natural resources, and provide adequate housing. She is also experienced in developing policies, regulations, and design guidelines for historic preservation, particularly in historic downtowns of western mountain communities.

Casey Smith

Shareholder, Travel Management

Casey, the Travel Management Lead of Logan Simpson, specializes in land use and environmental modeling and is a Senior GIS Analyst with over 15 years of experience. He is the technical lead for the BLM Travel Management Blanket Purchase Agreement (BPA), managing route inventory, evaluation, and NEPA analysis for over 30,000 miles of routes and 15,000,000 acres across 12 western states. He provides strong leadership with his combined experience in GIS analysis, ArcGIS Online, database management, high-accuracy data collection, cartography, metadata, and public involvement. Beyond GIS, Casey works closely with all aspects of the travel planning process, such as developing evaluation criteria, conducting evaluation workshops, organizing public involvement, ensuring RMP compliance, and drafting NEPA documents using the knowledge he obtained by completing the Planning for Travel and Transportation Management National Training Course (#8300-25).

Craig Fertelmes, PHD, RPA

Craig is a Senior Archaeologist with over 20 years of experience in archaeology, specializing in Hohokam archaeology and geochemical analysis. As the Director of the Arizona Cultural Resources team, he has extensive expertise in various aspects of archaeological fieldwork, including cultural resources survey, site recording, damage assessment, data testing/data recovery, and archaeological monitoring. Craig has provided cultural resources services for military, federal, state, tribal, municipal, and private entities. He has authored and coauthored eight peer-reviewed research articles and hundreds of cultural resources technical reports. Craig’s extensive fieldwork experience and his contributions to archaeological research make him a highly respected professional in the field, dedicated to preserving and understanding cultural heritage.

Michael Ligman

Michael has been an archaeologist since 2008 and currently serves as the Director of Cultural Resources for the Salt Lake City office. He has over 15 years of professional experience throughout the Great Basin and Northwest regions as a field director, project manager, and principal investigator. Specializing in early colonial Virginia archaeology and geochemical analysis, Michael is a Registered Professional Archaeologist meeting the Secretary of the Interior’s Professional Standards for Archaeology. He is listed on archaeological permits throughout the Great Basin, Colorado Plateau, and the Northwest. Michael has worked extensively in Utah, Wyoming, Idaho, Colorado, Nevada, Washington, and Oregon, supervising all phases of archaeological investigations, including research, inventory, site recording and evaluation, testing, and data recovery projects. He has provided cultural resource services for various federal and state government agencies, military installations, and municipal and private entities.

Lisa Young

SHAREHOLDER, ENVIRONMENTAL SERVICES

Over the past 21 years, Lisa has been a dedicated biologist, natural resource specialist, environmental planner, and project manager, working on projects of all sizes. She has expertise in biology, environmental stewardship, compliance, environmental planning, and project management. Her experience includes ensuring compliance with the Endangered Species Act, Navajo Endangered Species Act, Bald and Golden Eagle Protection Act, Migratory Bird Treaty Act, and National Environmental Policy Act (NEPA). Lisa manages complex, multi-disciplinary projects, prepares biological assessments and evaluation documents, oversees NEPA documentation, develops environmental awareness training programs, conducts biological surveys and habitat assessments, and prepares project-specific management plans. She specializes in projects in the electric utility industry, vegetation management, and renewable energy. Lisa has managed and contributed to projects for multiple federal agencies, including the Forest Service, National Park Service, Bureau of Land Management, Bureau of Indian Affairs, and several Native American tribes.
