Reservoir recreation analysis and siting

In support of a permitting effort for a proposed new reservoir in Colorado’s Moffat and Rio Blanco Counties, Logan Simpson prepared a report analyzing potential water and land-based recreation and developed conceptual plans for recreation facilities based on its recommendations. The recreation potential report accounted for projected regional recreation demand and identified potential locations for new facilities based on an analysis of environmental factors, proposed user experiences, and requirements of the Bureau of Land Management’s existing Resource Management Plan (RMP). To balance intensive recreation uses with more passive experiences and natural preservation under the umbrella of the RMP, classifications defining various levels of intensity of land and water-based recreation were developed and associated with ideal landscape characteristics. These characteristics were then cross referenced to the site analysis to identify ideal locations for facilities and recreation areas. Within these zones conceptual plans were then drawn for a range of facilities including boat ramps and parking, marinas, campgrounds, hiking/biking and motorized trails, and roads to connect within the reservoir area and to adjacent highways.
