Rapid City’s Comprehensive Plan reflects the city’s unique role as a cultural and economic hub for the Greater Plains, balancing growth with its deep artistic and regional identity. Logan Simpson led an engagement process that moved beyond traditional methods, integrating the arts—native storytelling, performing arts, and visual expression—to ensure all voices could contribute meaningfully. As a geographically isolated urban center, Rapid City serves a vast region, drawing visitors for essential services, recreation, and commerce. This creates unique demands on infrastructure, requiring strategic investments in transportation, utilities, and public services to support both residents and the broader region. By weaving community expression into the planning process, the Comprehensive Plan not only guides growth and sustainability but strengthens Rapid City’s identity as a vibrant and connected regional hub. The plan was unanimously adopted by City Council in October 2025.
