The award-winning Jackson/Teton County Comprehensive Plan protects the ecosystem and agricultural lands of the Yellowstone and Grand Teton National Parks and surrounding Teton County by employing one of the most creative adaptive Growth Management Programs (GMP) in the nation. Based on resource amount, type, and location metrics, the GMP is a quantifiable and iterative program that directs growth away from ecologically sensitive areas into the locations suited for development. This program utilizes triggers and corrective actions, which allow for proactive response and adaptation to changing conditions. These indicators are tracked on an annual basis and are published in the annual indicator report that helps the Town and County understand if they are on track to meet their goals, or if corrective actions are necessary. A 2018 update to the original 2012 plan resulted in strategies for immediate and future residential development to support workforce housing needs. The team’s targeted community outreach strategy engaged the young, local workforce, Latinos, seasonal employees, and other historically underrepresented groups. The Plan received broad community support, including from the local Conservation Alliance, the Chamber of Commerce, large landowners, and the local Tea Party chapter.
