As one of the fastest-growing communities in Maricopa County, Buckeye, Arizona engaged Logan Simpson to lead a comprehensive update of its Development Code in support of rapid growth, long-range planning goals, and its vision to remain “Open for Business” while fostering high-quality development. Working closely with City staff, elected and appointed officials, and key community stakeholders, our team evaluated the existing code, identified inconsistencies and outdated provisions, and developed a modernized, streamlined framework that balances predictability with flexibility.

The multi-phase update included extensive coordination with staff and the development community, targeted public outreach, and alignment with major policy documents including the Imagine Buckeye 2040 General Plan and multiple area, transportation, and parks plans. Key updates included transitioning obsolete zoning districts, modernizing use regulations and definitions, comprehensively rewriting sign regulations to ensure content neutrality and compliance with recent case law, and updating subdivision, design, parking, landscaping, lighting, and procedural standards. Phase one was completed in just nine months and received strong support from City Council, the development community, and the public. Subsequent amendments were formally adopted by City Council in October 2025, with staff noting the update was exceptionally well received and instrumental to the project’s success.
